Since July 20, 2026, the USPTO requires applicants domiciled outside the United States to be represented by a registered U.S. patent practitioner, in new filings and in cases already pending. For universities and technology transfer offices outside the U.S., that makes choosing U.S. counsel part of every national-stage entry and U.S. filing. The same is true for corporate applicants abroad, and for firms whose clients file into the U.S.
